Major Deadlines

  • Commissioners may continue to submit proposals after October 31, 2015, and such proposals may be considered by a majority vote of the Commission.
August 22, 2016 Last day for Commission to submit proposed Charter amendments to the City Clerk.
August 25, 2016 Last day for City Clerk to submit exact wording of ballot questions to the Chief Election Officer (Section 11-119, Hawaii Revised Statutes).
September 24, 2016 Last day to publish a brief digest of the proposed Charter amendments or revised Charter in a daily newspaper of general circulation, along with notice that copies of the amendments or revised charter are available at the office of the City Clerk (Article XV, Section 15-105 (4), Revised Charter of Honolulu).
November 8, 2016 General Election.

 

General Work Plan

The General Work Plan divides the 2015-2016 timeline into major work phases. It establishes the focus of the Charter Commission for a specific time period. It does not preclude working on matters that may be in another work phase.

Work Schedule

This Work Schedule provides details on the Charter Commission’s timeline for completion of the exact wording for the Charter amendment questions to be placed on the 2016 General Election ballot. Except for the major deadlines (bold), the work schedule may be revised.

PREPARATION PHASE

First meeting of the Charter Commission (Commission):

• Authority and history of the Commission;

March 18, 2015

Second meeting of the Commission (Process):

• Adoption of Rules.

• Adoption of Proposal Form.

• Creation of a Permitted Interaction Group on Public Outreach

• Creation of a Permitted Interaction Group to Hire Executive Administrator.

April 15, 2015

Third meeting of the Commission. (Leadership)

• Selection of Chair and Vice Chair.

June 1, 2015 Hiring of the Executive Administrator (EA).
June 2015 Office set-up (equipment installation, furniture, etc.) and other preparatory work.
June 15-30, 2015 Develop new website.
June 24-July 5, 2015 Initiation of an island-wide publicity drive regarding the Commission.

 

SOLICITATION AND INFORMATIONAL BRIEFING PHASE

Committee on Style:

• Examine and correct proposal language.

• Draft in Ramseyer format.

• Arrange the proposed amendments in the proper order in the Charter.

• Report back to Commission.

May-June 2016 Legal review of and agency responses to proposals reviewed by Style Committee and tentatively approved by Commission
June 2016 Style Committee to report on the final and proper arrangement and order of the proposed amendments.
June 2016 (no later than June 30) Final approval of all proposals to be placed on ballot.

 

ADOPTION AND PREPARATION OF BALLOT QUESTIONS

July-August 2016 All final approved proposals referred to Submission and Information Committee to:

• Propose the form in which the proposed amendments are to be on the ballot.

• Propose the method and manner of submitting the language of the proposed amendments.

August 2016 Translate all ballot questions and associated informational materials into Chinese, Japanese, and Ilocano (completion date of August 20, 2016)
Deadline: August 22, 2016 Last day for the Commission to submit proposed Charter amendments to the City Clerk.
July-August 2016 Preparation of the public education program by the Submission and Information Committee.

 

PUBLIC EDUCATION PHASE
